Trend Analysis of CIIS Institutional Level Report Data, FY 2003-2005

Washington, DC - The CDFI Fund released today its initial three-year trend analysis of data provided by community development financial institutions (CDFIs) through its data collection system known as the Community Investment Impact System (CIIS) for fiscal years 2003 through 2005

The CDFI Fund is also releasing the three years of CIIS Institution Level Report data that was used for the three-year trend analysis.

"I am proud to begin fulfilling a pledge the CDFI Fund made to its certified CDFIs and the community development finance industry as a whole – to collect this valuable data, ensure that it is correct and provide it to the field for further research and analysis," said CDFI Fund Director Donna Gambrell. "With this report, we have begun the analysis of possible trends occurring within the CDFI field. I look forward to witnessing the additional research the industry will now be able to undertake."

The report analyzes data from 223 CDFIs in fiscal year 2003, 236 in fiscal year 2004, and 173 in fiscal year 2005. Across these years, there were 86 CDFIs that submitted information in each of these years. These CDFIs provided information on their assets, staffing, loans, investments, sources and cost of capital, financing of day-to-day activities, and impact in their communities, among other data.

The data confirm the mission of the CDFI Fund: to provide financial services in economically distressed areas and to individuals and others that lack access to credit. The CDFIs that submitted CIIS data for this report:

  • financed businesses that create or maintain an average of 61.8 thousand jobs per year;
  • financed over 90,000 housing units during these three years, 80,000 of which were affordable housing;
  • provided financing and counseling to over 12,000 first time homeowners; and
  • provided training and technical assistance to tens of thousands of businesses and individuals, among other benefits to the communities they serve.

Background:

As part of compliance requirements, award recipients under the Fund’s CDFI Program are required to submit information through CIIS after the close of their fiscal year. This includes the Institution Level Report (ILR) and the Transaction Level Report (TLR). Providing a window into the organization’s financial activity on the whole, the ILR examines the ownership characteristics, staffing levels and composition, technical assistance, training services and loan sales of each CDFI. The TLR looks at CDFIs on the micro-level, detailing each loan or investment a CDFI makes, including borrower and project addresses, borrower socioeconomic characteristics, loan or investment terms, repayment status, and community development outcomes. At the time the data for this report were collected CDFIs were not required to submit Transaction Level Reports. In the future, the TLR data to be released to the public will be masked to protect the identity of individual borrowers.
